It can cause major drawbacks in performance, and there could be some interface changes that can cause the reflow and repaints in some blocks, and tell the browser to try and animate those changes.

The alt attribute is an alternative information source if people can't see the images. It describes in a few words what the image is about. Also, Google uses it to understand what an image is about, which means that it is valuable for SEO, in addition to being useful for users.
The title attribute is a description of what the link will show (not meant to be a duplication of the link text). It appears after a moment when you hover the link and gives additionnal information about it for the user.
